At BidGenie, we built the Quality Pipeline to solve the "black box" problem of AI generation: we make quality checks explicit, score drafts against a rubric, and iterate with targeted feedback. This is a deep dive into our multi-pass refinement loop, evaluator scoring, and dynamic RAG (Retrieval-Augmented Generation) strategies.
Technical Architecture
The pipeline operates on a decoupled architecture where generation agents are separate from evaluator agents, ensuring objective quality gates at every step of the document lifecycle.
Evaluator Scoring: A Proposal-Oriented Rubric
Traditional AI checking stops at grammar. Our evaluator layer scores drafts against a proposal-oriented rubric that reflects common evaluation criteria—so issues like missing requirements, vague claims, or weak differentiation surface early:
Hard verification against the RFP constraints and technical requirements.
Calculates the ratio of claims to verifiable metrics and case study proof.
Ensures specific win themes are woven into the narrative, not just appended.
Scores the punchiness of statement headings and the overall executive summary tone.
Context routing: not every question needs the same inputs
RFP questions look similar, but they behave differently. A security control question needs authoritative policy language. A staffing question benefits from a standardized staffing model and role definitions. A past performance question needs case study proof. Treating all of them the same produces generic answers.

Multi-Pass Iterative Refinement
Proposals are iterative by nature. Our pipeline mimics the behavior of a senior proposal manager through a three-stage refinement loop:
- Initial Generation: Using RAG (Retrieval-Augmented Generation) to pull from your organization's unique knowledge base and win themes.
- Weakness Identification: The evaluator flags answers that lack substance, miss requirements, or fail to communicate client benefit clearly.
- Auto-Improvement: The system triggers targeted "Fixes." For example, if an answer is flagged as "Passive Voice," a transformation prompt is sent specifically for that sentence to convert it to high-impact Active Voice.
Linguistic Enforcement
Winning isn't just what you say, it's how you say it. Our pipeline enforces professional, procurement-grade language standards automatically:

Production Reliability at Scale
